Thank you guys for all the constructive critique. Originally, I liked this shot but now I can appreciate that it’s not perfectly suited to this particular subject. I am a fan of tilt and shift, but I should obviously apply more thought to the process. The effect was created using PSE. What about this effort, does it work better?:

Tried to get that old feel about this with the B&W processing and used the railway lines to lead the eyes to the buildings. Looking forward to some critique, thanks.

Thanks Nikon-nut for your comments. I was attempting to create a “miniature” effect with the selective focus. I like the result but feel it could be better, but don’t know how to improve on this. I used Adobe Elements 11, which is a brilliant tool but there is a lot to learn! Cheers.Check It Out

A great shot @bugadrienne. I agree with @fraser about the tilt giving a feeling of motion, but I would have tried to get more of a bokeh effect of the trees / bushes in the background, otherwise a cracking photo.Check It Out
