In my mind the focal point is the red flag with its high contrast and thats good because it brings drama and communicates danger. Which leads the eye to the dark skies, the storm. So far so good. But the storm needs more weight. The path leading the eye to the storm is not so neccesary and takes up to much space. It feels warm and safe, but the story is about drama and danger.
First: I am not experienced in photo and even less so in photo critique. But I disagree with the comments about composition. I think the fact that the bird is completely symmetrical and stares straight into the camera adds drama to this picture. I am strongly drawn to the eyes of the bird. The branch in the foreground adds the feeling that the viewer is spying on this bird and it has discovered you. So I think it is all about what story you want to tell, I agree it would not fit in a birds watcher’s magazine.

Cropping out a bit of the trash bin also takes away the green part in the bottom – which I think improve the picture.
It took me a few second to understand what I saw, probably because I misread “bench” as “beach” and that gave my brain assumptions on what to see (there is not much beach in the pic).
But even without that I think the picture is not very direct, it takes a while to figure out. I personally like that but I guess if it is a good or bad thing could depend on what to use the picture for?
I get distracted byt the grey item just left of the centre of the picuters because I can’t see what it is- is it a tree, something manmade, or is it a bird flapping its wing?
